Inner tubes are made from soft butyl rubber so won't scratch surfaces, won't be damaged by water, and the resilient material isn't damaged by being scrunched up. The tubes are sourced from local bike shops. They'd normally end up in landfill as most people wouldn't pay a mechanic's time to do a puncture repair - instead a new one's fitted and the old one discarded.
